Q: Does it come with the 2 bolts to attach it to the chair? Mine are rusted away as I’m replacing on garden furniture. If not any ideas on where to get ?

No it does not come with the fixing bolts. Would have thought you could get similar stainless steel screws from most DIY stores.

Q: How does the unit fit into the chair. can i just lever the handle out of the side of the chair. do i need special tools?

No, didn't need any tools but my son got (I think) a u tube video off the net onto our tv, there are a few. It gave step by step instructions. We did have to turn chair upside down and put the recliner up - this gave us access to mechanism. Sounds complicated but really isn't. Good luck!

I’m not sure tbh as my Harvey’s sofa had these on it but were cheap plastic. It might be worth trying as they are really strong & good quality - 2 mins to fit too.

Sorry but I do not know. my recliner is a chair and the end of the cable had to be adapted to fit. I think my husband used a paper clip!!!!!
